You need it in a solid or liquid form? Technically you could just get straight up gunpowder- in which case, just ask Sniper.

Liquid propellants would be much more difficult. Kerosene would be the easiest to get a hold of, but Dinitrogen tetroxide would be the most badass. If you don't kill yourself with the stuff.

There are those who would see sociopathy as a minor flaw in a soldier. If someone thought they could control you, and planned for any possible contingencies, training you may have been deemed an acceptable risk.
